COLONEL: I forward herewith charge and specifications against Maj. Gen. A. P. Hill.(*) They should have been forwarded at an earlier period had I deemed a judicial investigation necessary.
As I arrested General Hill, and he insists upon having his conduct investigated, I have regarded it incumbent upon me to make out and transmit the charge and specifications, in order that the commanding General can order a general court-martial in the case should the interest of the service so require.
As the object in arresting General Hill, which was to secure his stricter compliance with orders, has been effected, I do not consider further action on my part necessary, and consequently he has not been rearrested nor furnished with a copy of the charge and specifications.
Should General Hill be rearrested upon this charge of neglect of duty, I will send him a copy of the charge and specifications.

Charges and specifications preferred by Maj. Gen'l T.J. Jackson against Maj. Gen'l A.P. Hill.
Charge - Neglect of Duty
Specification 1. In this that Maj. Gen'l A.P. Hill when he was directed by Maj. Gen'l T.J. Jackson to move early in the morning of August 8th, 1862, from Orange C.H. towards Culpeper C.H., by way of Barnetts ford, did fail to move in obedience to said order, but did continue in the vicinity of Orange C.H. until night, thus remaining a days march in rear of the position which he should have occupied. All this near Orange C.H., Va., on or about the 8th of August 1862.
Specification 2. In this that Maj. Gen'l A.P. Hill, on the night of the 19th of August 1862, when he had been specially directed by Maj. Gen'l T.J. Jackson, to move his troops so soon as the moon should rise, via Somerville ford, did fail to obey said order, and thus rendered it necessary for Maj. Gen'l T.J. Jackson, about two hours after the designated time, to put the said troops in motion as they had not, up to that time, left camp. All this near Somerville ford, Va., on or about the time specified.
Specification 3. In this that Maj. Gen'l A.P. Hill did neglect to give all his brigade commanders the requisite orders for enabling him to move his division so soon as the moon should rise during the night of the 19th of Aug., 1862, as he had been directed by Maj. Gen'l T.J. Jackson. All this near Somerville ford, Va., on or about the time specified.
Specification 4. In this that Maj. Gen'l A.P. Hill in moving around Centreville on August 31st, 1862, did permit the head of his command to move too rapidly and notwithstanding his attention was called to it by Maj. Gen'l T.J. Jackson who required him to move more slowly. He subsequently during the same evening permitted the head of his column again to march too rapidly and allowed a large number of his men to straggle from ranks. All this on the march around Centreville, Va., on or about the time specified.
Specification 5. In this that not withstanding Maj. Gen'l A.P. Hill was directed by Maj. Gen'l T.J. Jackson on the evening previous to leaving the vicinty of Drainesville to march at a fixed hour next morning Sept. 4th, 1862 and had about an hour for putting his division in motion he did not only fail to put them all in motion within that time, though the road admitted of more troops being put in motion. All this near Drainesvill, Va. on or about the time specified.
Specification 6. In this that Maj. Gen'l A.P. Hill having neglected to put his command in motion, on the morning of the 4th of Sept., 1862, as he had been directed by Maj. Gen'l T.J. Jackson, but apparently leaving the moving of part of his troops to their respective commanders, and the troops not moving when they should it became necessary for Maj. Gen'l T.J. Jackson to put part of the troops in motion, in consequence of Maj. Gen'l A.P. Hill's neglect of duty. All this near Drainesvill, Va. on or about the time specified.
Specification 7. In this that Maj. Gen'l A.P. Hill on Sept. 4th, 1862 did neglect to halt his leading brigade and rest it at the proper time as he had been directed by Maj. Gen'l T.J. Jackson and thus rendered it necessary for Maj. Gen'l T.J. Jackson to give the order directly to the brigade commander. All this on the march from Drainesville to Leesburg, Va., on or about the time specified.
Specification 8. In this that Maj. Gen'l A.P. Hill did on the 4th of Sept. 1862 ride in advance of the head of his column and permit men to straggle from his command without attempting to prevent it, instead of moving along his column and superintending its march, and requiring his staff officers to do the same. All this on the march from Drainesville to Leesburg, Va., on or about the time specified.
